Rye Harbour Village Church and School

The village church before its extension.
Does anyone know who the person in the foreground might be or what the structure is behind the school?

The only suggestion I have for the "structure" in the background is that it is the gantry for the crane that was built for block manufacturing in Tram Road. The site was active from the 1850's I believe? The angle however is a bit deceptive.
